Summary:

This seminar discusses public policy strategies from the comparative perspective.

First, Edgar Ruvalcaba presents his presentation entitled “Artificial Intelligence in the Public Sector from an Ethical Approach: Spain and Mexico Cases”. Artificial Intelligence (AI) is changing the whole world and it has profound implications for our lives, sometimes going unnoticed, but often with profound consequences, transforming our societies and challenging the role of governments. In this presentation, some aspects of AI and its relationship with the public sector are defined, the relevance of national AI strategies is discussed, and the main attention is paid to ethical dilemmas. On the other hand, the methodological aspects and the comparative analysis of the national AI strategies in Spain and Mexico are presented, as well as some results and conclusions of the research.

Second, Taru Haapala’s presentation, based on her project “The Political Knowledge of Parliaments: Science, Political Debates and Democracy”, re-examines the concept of knowledge in parliamentary terms from the point of view of political theory, and discusses examples of government policy justifications in the context of COVID-19, with the focus on the case of Spain in the EU multilevel system. To conclude, some early results of the project’s analysis will be presented to reflect the methodological insights and the relevance and/or challenges of comparative analysis.
